Incompetency

I am on the phone with the District of Columbia Office of Tax and Revenue, calling to find out why I owe a $785.83 Estimated Tax Penalty. This should be great. I can only imagine how one of the customer service reps is going to try to explain this to me. This is one time I actually hope that I end up speaking with "Jeff" in Bangalore or New Delhi.
